It’s a historic bill, actually, and the reason I say that is this: we’re changing the direction of the Defense Department. What we’re doing is making it more accountable, giving it less transfer authority, and making it more responsible for contracting. This bill is $459 billion; it funds the personnel, and it changes the direction of the Defense Department by funding the future as well as taking care of the past.
